Steps to Reproduce:
1. Make sure the "Home Page" is multi-tab.
2. Load SeaMonkey.
Actual Results:
Tabbed browsing broken at first load after upgrade, and also in first window whenever SeaMonkey is restarted (see "Additional Info" below).
Expected Results:
All tabs of the Homepage should get loaded
Additional info:
This bug has only been present for a few days (less than a week). It resembles bug 354991 but with a vengeance: this time, no tabs work at first load (in any window), the tab bar isn't displayed even though I have set my preferences to "always" display the tab bar, and only the first of my homepage tabs is loaded (even if I manually display the tab bar). Hovering the mouse over the "Home" button shows all home tabs' addresses. At successive loads of a single build (other than the first load after upgrade), tabs won't load at startup, and the "new tab" button on the tab bar does nothing in the first window, but all homepage tabs load spontaneously in the 2nd window if I use "View => Show/Hide => Tab Bar" followed by "File => New => Browser window"; and _there_ I can open additional tabs with no problem.
Note: In "Edit => Preferences => Navigator", "Display on Navigator startup" is set to "Home page".
I normally use the "All-American" theme but I reloaded with "Modern" and the bug is still there.

Update: Invoking "File => New => Navigator window" repeatedly, finally brings up a window (2nd or 3rd) where tabs work normally.

After more occasions of experiencing this bug at every load, the number of new windows required is very variable: sometime the 2nd window has proper tabs, sometimes the 3rd... sometimes even the 10th has no working tabs. Sometimes closing and reopening SeaMonkey will help... Sometimes it seems better to make sure that Firefox is not also running... I haven't been able to determine how to get working tabs fatest, or what makes them work or not work.
