365127 - Adding an existing named tag and creating a new one shouldn't be on the same line

When I have existing named tags, the add tag feature uses the same line for adding an existing tag and creating a new one.

I think it would be clearer if this was split up into two lines, one for adding/removing existing tags, one for creating a new tag.

This bug will become WFM once bug 616191 is implemented, as the plan is to get rid of the form in the footer completely.

Actually, this is wontfix as we will remove the form from the footer, and we won't bother fix this bug meanwhile.
