Whenever I navigate to a website that reports forgery, navigate out of it and open a hyperlink from some other webpage (that is not a forgery web site) in a new tab. The new tab displays the forgery web site until the hyperlink which i clicked finishes loading.

Reproducible: Always

Steps to Reproduce:
1.Navigate to a web forgery site
2.Navigate out of the web forgery site
3.Open a hyper link in new tab from another web site which is not a forgery web site
4.Forgery web site appears in the new tab until the site pertaining to hyperlink loads
Actual Results:
Forgery web site appears in the new tab until the site pertaining to hyperlink loads

Expected Results:
Blank page should appear until the site pertaining to hyperlink loads
It's not clear to me what you mean.
1. I go to http://0x520b4e0b/webscr/paypal/index.html
2. The page gets black and I click "get me out of here"
3. I'm thrown back to my homepage
4. On this homepage I open a link in a new tab
5. But I don't see the forgery website load first like you describe

It works sporadically. Sometimes it appears and sometimes it doesnt. I am not able to replicate the situation with the link you provided.
