366171 - make users confirm removing their ability to add themselves to a group

there are times when people choose to retire from administration of bugzilla, and this is fine. but when they choose to do this, they should be willing to give an additional confirmation.

the main concern is that an admin accidentally removes himself from the administration role. but the same should apply to someone w/ edit users removing the last ability to grant edit users.

It's not that critical. Running checksetup.pl will regenerate inheritance for the admin group if some have been removed + will ask you for a login name to set as admin if there is none.

/me is tired by all these confirmation/intermediate pages.

I agree with LpSolit that this feature is most likely unnecessary. Particularly now that checksetup.pl has the --make-admin switch.

I don't want to confirm every time I remove some of my own bless capability.
