The Compose window does not change according to the user's account selection in the "From:" field.
The Compose window is based on the default plaintext/html compose option of the account that was selected when clicking the "Write" button.

Reproducible: Always

Steps to Reproduce:
1. Create two accounts. In Account Settings under "Composition & Addressing"->Composition, select "Compose messages in HTML format" for the one account (let's call this account "html@mydomain") and deselect this option for the other account (let's call this "plaintext@mydomain")
2. (Optional) To make this bug easy to see, simply attach an HTML-formatted signature to the "html@mydomain" account.
3. Highlight the inbox or any other subfolder of the "plaintext@mydomain"
4. Click the Write button to open a new compose window. In the "From:" field, this window will now have selected the "plaintext@mydomain" account as default.
5. Click the "From:" field and select the "html@mydomain" account.
Actual Results:  
If you included the HTML signature you will easily see that it has been converted into a plaintext signature because changing the account from a default plaintext-composing account to a default HTML-composing did not change the compose window from a 'plaintext editing window' to an 'HTML editing window' at the same time.

If you have not included the signature, you will notice that the HTML formatting bar does not appear.

Expected Results:  
When selecting an account in the "From:" field that has a different default plaintext/html composing options set, you would expect the Compose window to change into an editor of the appropriate kind.

As it is, the editor's capabilities are based on the compose options of the account that you were highlighting when you clicked "Write"


Workaround:
If you have more than one account and their default plaintext/html compose options are different, you will need to first highlight a subfolder of the account you want to send the email with in order to get the correct kind of Compose editing window to appear when clicking "Write"
