Followup to bug 197228 (xref bug 365113 comment 24).

Since the patch at 197228 was put in place, I've been running with my identities all pointing to Local Folders/Templates.  I've had to run TB 1.5 a couple of times, and when I did, the Templates folders under the accounts were all re-created.  Then when running branch or trunk versions afterwards, those new folders still appear "special" -- have the templates-folder icon, and can't be deleted or renamed -- despite the fact that no identity has those folders in use.

In order to delete/rename those folders, it is necessary to change an identity to use the folder, save the setting, then re-edit the identity to use the previously-specified folder.

This is fairly minor: Once nobody's using 1.5 any longer, this bug no longer 
is a problem and can be ignored; but as it is, testers are going to be inconvenienced by this for quite some time in the future.
