In the e-mail preferences,

setting "Assignee" / "Added or removed from this capacity" isn't triggering any mail-sending when a new bug is entered with the person as assignee.

setting "Assignee" / "New comments" will trigger a mail when a new bug ist entered with the person as assignee

Expected Results:  
It would be much better that the (default) assignee of a new created bug receives a mail when he has choosen as mail preferences:
-"Assignee" / "Added or removed from this capacity": on
- "Assignee" / "New comments": off

because this person is interested in which bugs he is assigned to, but not in additional comments on it.
