366821 - Option to have "Email sent to" list in bugmail

In small organizations which use Bugzilla internally, it is often very helpful to know who else has received the bugmail that you get. 

For example, say there's a high level project manager which is on the Cc list for various high-profile bugs.  If he sees that the development manager also got the e-mail, he knows that he can probably just let her handle it.  However, let's say the development manager doesn't get the e-mail (maybe she wasn't added to the cc list for some reason).  In this case the PM can see this and make sure someone acts on the issue.

I guess it's mostly a comfort thing.  If the high level manager sees that the low-level manager got the bugmail, then he doesn't need to worry as much about things slipping through the cracks.

I think this should be both a global setting (allow "email sent to" list in bugmail), as well as a general user pref (assuming the global setting is enabled).

Pfff, this is going to be a pain if the 'usevisibilitygroup' param is turned on.
