running junk mail controls on folder performs user specified actions on all marked emails except the last one on the list

When I manually assign junk mail in my Inbox I then run "Run Junk Mail Controls on Folder" so that all junk mail gets copied into the Junk Folder.  All email gets copied in the folder except the last email in the list which stays in the inbox folder and automatically the junk icon disappears on that email.

Steps to Reproduce:
1.Select a couple of emails in the inbox folder
2.Mark them as junk
3.Adjust setting so that junk mail gets copied into the JUNK folder
4.Go to Tools-> click on "Run junk mail controls on folder"

Actual Results:  
All messages are moved into the junk folder except the last one.

Expected Results:  
Move all messages into the Junk folder

I'm not able to reproduce this.

I tried by copying my 'spam' folder, which contains both actual junk and some junk-like mail that's not marked as junk, from my regular profile to a test profile.  I started that profile, configured a different folder to be the junk folder, and configured so that manually-marking junk doesn't move junk.

Then I marked the true junk messages, selected Run Junk Mail Controls.  All the items in the folder were marked as junk, and then moved.  So I went to the junk folder, and Marked As Not Junk the semi-junk messages [1].  Then I exited, re-copied over the original folder, and tried the same actions.  This time, only the items I'd manually marked as junk were moved.  But in both cases, every single message with junk status was moved to the junk folder.

I'm not completely sure what you mean by this step:

Which setting is getting adjusted here?


[1] See bug 354662 comment 3: the messages that were moved actually lost their junk status in the move.  The first time this happened, I re-marked every item as junk, then un-junked the semi-junk items, just to be sure the training.dat file had the right info.
