Always reproducable.
Bookmark->"Subscribe to this Page..." is dragable as a new bookmark when disabled.
Bookmark->"Subscribe to this Page..." is right-clickable when disabled.

Reproducible: Always

Steps to Reproduce:
1. Open new session, or any page without an RSS feed to subscribe to.
2. Open the Bookmarks Menu.
3. Right click on "Subscribe to this Page..."
4. Right-click menu should not appear.
5. Close open pop-up menu.
6. Reopen Bookmarks Menu.
7. Left-Click and drag the "Subscribe to this Page..." menu option
8. Release when over your bookmarks.
Actual Results:  
Pop up menu appears from disabled menu item.
Blank bookmark appears after dragging the menu item.

Expected Results:  
No pop up menu should occur.
No shortcut should be created from dragging.
