The UI for creating a new SMTP ("Outgoing Mail") server needs a button to test the settings.

When creating a new outgoing mail (smtp) server it would be very helpful to have a "Click here to test" button in the UI. Without this, I have to click all the way out of the account settings dialog, create a dummy message, and try to send it. Not very efficient.
