368200 - fix client app.update.url to use version 3 of update URLS

switch client to use version 3 of update URLS

this is wanted for 1.5.0.11, but we should do it for 1.8.1.3, and trunk.

for 1.5.0.11, I'll need to back port and land bug #341190 to the MOZILLA_1_8_0_BRANCH.

important note, before we do this, AUS must accept version 3.  otherwise, 1.5.0.x users would be blocked, by the fix for bug #360127, from getting updates.

note, there is no change other than the version.

I think the reason I wanted to do this was becaause aus makes certain frankenfox assumptions about version 1 and 2, such as version 1 can't come from firefox 2 and version 2 can't come from firefox 1.5.

and, if I was going to backport those other fixes to 1.5, I need to bump to 3.

but firefox 1.5 is end of lifed, so this is wontfix.

note, thunder has plans to take firefox 3 to version 3 for some partner mumbo jumbo.
