better error reporting / diagnostic for software update failure in Fx 3.

tracking bug, spin offs coming:

ideas from schrep at lunch:

1) on updater.exe failure (of a complete and/or partial), fire up reporting tool to send updates.log to 
2) on unknown failure, launch browser to FAQ web page on how to fix problems, with (if all else fails) a link to the installer
3) for users stuck on an old release, send a partial with just pref changes to override the first start home page (to the FAQ web page on how to fix problems)

we also need to improve logging (see bug #368203, there are others, too).

I'll let schrep elaborate.
