We aren't going to have a phishing service we can legally us in time for thunderbird 2. We should hide the UI for this feature from the privacy panel in the Options UI. Hopefully we can turn this on in a point release once we have a provider we can use.

This change causes an error because the oncommand handler was left http://hg.mozilla.org/comm-central/annotate/d1987b32099f/mail/components/preferences/privacy.xul#l134 That handler looks for the commented out id http://hg.mozilla.org/comm-central/file/d1987b32099f/mail/components/preferences/privacy.js#l213 I'll put a fix to remove the oncommand attr in along with the changes in bug 482623
