36905 - Owner can't reopen bugs

I just tried to re-open bug 34210, which I am the owner of, and it gave the
error message:

Only the owner or submitter of the bug, or a sufficiently empowered user, may
make that change to the bug_status field. 
     Old value:
               VERIFIED
    New value:
               REOPENED

I wonder if it's because of the "verified" or because of the "invalid".  i'd 
lean toward "invalid".

It is strange that it says "only the owner of the bug..." in that case, though.

This happens when the reporter of the bug is set up to file as UNCONFIRMED.

This should be fixed -- any reporter should be able to reopen a bug that 
they filed, if they feel that the resolution was not correct (e.g., the 
bug is incorrectly classed as a duplicate, etc.)

Okay, so IMHO this whole "Unconfirmed" thing is a total abomination (I know why 
it's there, but it still sucks), and as far as I know only Mozilla.org is using 
it.  Therefore I'm going to let dmose or endico track this down for the time 
being.
