I believe this may be related to the PSM. I originally got this message when I
copied a new nightly build of Mozilla into an existing Mozilla directory that
had the PSM installed (from an earlier version of Mozilla). When I removed the
PSM and Mozilla and re-copied the new nightly build of Mozilla in (without the
PSM) it didn't give me the error and Mozilla seems to be working.

Currently we do not allow installing nightly build on top of old builds because
the product is changing so drastically; there is a lot of problem with old .js,
.css, .dll files being used instead of new files.
So, the solution is don't do that for now.
We do plan on allowing users to install PR2 on top of PR1 build, and clean up
obsolete files afterwards. Seperate feature bugs 29482 & 32547.
Marking this bug as INVALID.
