SVG needs a default visual indication of focus or hover for anchors

like the dotted line around images in html.

javascript is not always available or enabled.
it's unrealistic to expect authors to provide.
it's not clear how users can set a style sheet to provide.
maybe hover is a step too far?

Still no testcase, and this was never confirmed properly, so I'm marking UNCO.

Confirming this bug is going to require more documentation than "IIRC".

Just because you CAN confirm a bug does not mean you SHOULD. You are not a Core:SVG developer, and none of them have ever confirmed this, so until one of them does, I suggest you leave it UNCO as it should be.

this bug does not refer to the content guidelines SVG 1.1 or 1.2, because the it is something  the User Agent or browser should provide.
