Open SeaMonkey, with new "Fixed Units" -> about:config -> layout.css.dpi=200

Restart SeaMonkey.
Text size in toolbar's, menus... not changed.

Well, the size of that text is coming from the OS, so there's perhaps should be some presumption that it's correct and doesn't need to be doubled.  Given that, what should we do about the images?
The behavior is definitely intentional; we do not want to be drawing our menus/toolbars with a font twice as big as every other program.  Think about the situation with an actual 200dpi display.

The ideal solution to the issue with the icons being too big would be to make SVG icons, and size them in ems.  Barring that, there really isn't much that can be done.
