Two buttons that are exactly the same can have text at a different height. You can see the bug in Gecko 1.9a2.

In general, the vertical centering in buttons need not place the top of the text on a pixel boundary.  Is that what you're seeing here?

I'd love to see the frame dumps involved.
I don't seem to see this in my trunk build from right before 10.3 was axed; are others still seeing it?
Still not seeing this in a trunk build from Friday....

Must have been fixed at some point, we've done a lot of theme work since I filed this.
