In text-only mode the location and search fields in the toolbar show as just the label "Location" os "Search" whereas it would be more sensible to show the text boxes.

Reproducible: Always

Steps to Reproduce:
1. customize toolbar
2. choose "text only"

Actual Results:  
the toolbar shows just the labels "Location" and "Search"

Expected Results:  
the toolbar shows labels for the iconic tools and text boxes for the location and search tools

This is how Cocoa toolbars work. See also bug 162386, which this is basically a dupe of (there are also two others).
