For my IMAP account, when I start the mail client, any new messages that are filtered to Local Folders are duplicated. With SeaMonkey running, when it checks for new mail automatically, the new messages are filtered to Local Folders without duplicating them. If I sort the messages in order received, they sort like this.

Reproducible: Always

Steps to Reproduce:
1.Start SeaMonkey Mail
2.Look in a Local Folder for new messages
3.
Actual Results:  
New messages appear twice.

Expected Results:  
New messages should not be duplicated.

The filters had been working fine until about a week ago, when I first noticed this.
When Seamonkey starts, does your IMAP inbox get selected on startup?

this tweaks the fix for bug 271108 - now, we'll go back to not running a url if we're already running a url on the folder, but we'll send a folder loaded event if that running url is not an update url.

Yes, it does.
So this fix is for a regression from bug 271108, and not a general solution for any of the other IMAP/filter/duplication bugs?  
(e.g. bug 86676, bug 167173, bug 196066; there may be others)
no, I think those other bugs are probably different issues, though I'm not sure - we've had this problem off and on (double select of the inbox on startup) and it causes various strange problems.
