The small group of people who have insidergroup privileges see an extra checkbox "Initial Description is Private". It's hard to imagine when this would be necessary and I believe it's luring folks into checking it when they really just want the bug itself to be confidential. See bug 370695 for an example of a bug that got filed that way. If the initial description really does need to be private it's simple enough to file the bug confidential and then immediately modify it to be a private comment. But our security group policy argues strongly against private comments in private bugs, private comments should be limited to cases where it helps us keep less information hidden by allowing us to unhide the bulk of a previously private bug.

I have removed this on prodpatches. The next time bmo is upgraded, this change will be picked up.
