There are 38 Bookmarks bugs with RFE in the summary, of which around one
third appear to me to be both relevant and worthwhile, but I don't see one
that matches these two elements mentioned in Ned's blog.
1. The bookmark meta-data should include its source
2. The bookmark comment should be initialised to any selected text
nor,
3. The bookmark keywords should be initialised to the page's meta tags
The source could be the more specific of:
a. The URL of the page I am one
b. The referer sent with the request for that page
Adding a source field would mean changing the Bookmarks manager, and is
perhaps going to need more consideration, but the other two look to be
quite easy to implement.
Are there known barriers to enhancing the ability to locate bookmarked
pages, and do more with them when found?

"RFE" has been deprecated for years. Search for and use severity:enh instead.

Bug 121093 ("ability to set referrer for bookmarks") is the same thing for Seamonkey.

Oops, that bug is about forcing a bookmark load to send a referrer header, whereas this bug is about storing the referrer and letting you see it. Builds with Places enabled might already do that.
