When multiple tabs are open, ctrl-f4 closes the active tab and makes the next tab active.  Pressing and holding ctrl while repeatedly pressing f4 closes tabs in sequence, until one tab chooses to drop down the address bar (showing recently entered addresses) instead of closing.  Address bar is not selected (escape key does not close the address dropdown), and ctrl-f4 does not close the active tab until the address dropdown is removed, so to continue keyboard navigation the keystrokes alt-D then escape are needed (to close the dropdown) and then ctrl-f4 can continue to close tabs.  

Seen on Fx 2.0.0.0 and 2.0.0.1, Windows XP Pro SP 2, Windows Vista, and Ubuntu.  

Reproducible: Sometimes

Steps to Reproduce:
1.Open multiple tabs.  
2.Press and hold ctrl key.  
3.Repeatedly press f4 key.  
Actual Results:  
Eventually an f4 keypress will generate the address bar dropdown (expected behavior of F4 key when the address bar is active, but not expected behavior when ctrl-f4 is pressed).  

Expected Results:  
Tabs should be closed.  

Dropdown seems to be occur more easily on large pages.

Yes, was able to replicate the address bar dropdown in safe mode with a half dozen pages - three blank, three with content.  However, in safe mode the address bar retained focus, which did not prevent ctrl-f4 from closing the tab.  Additionally, in safe mode the "ctrl-f4 generates the address bar dropdown" can be reproduced when only one tab is open, by making the address bar active and pressing ctrl-f4.  When multiple tabs are open, this closes the tab, when only one tab is open, this generates the address bar dropdown.  
Even when I focus the location bar every time before pressing ctrl+f4, I see no drop down at all. 
Did you also try creating a new profile or a re-install in a new empty folder?

There might also be something wrong with your keyboard driver.

Can confirm, must be new blank tab or maybe 2+ in a row next to each other. Might make a difference if other untitled tabs are to the left instead of right. 

In short to cause this bug:
1. Open 2 or more new tabs next to each other, make sure your preferences have them open to untitled tabs without any webpage loaded.
2. For this to work you must be on one of the empty untitled tabs with another untitled empty tab to the right of it in the tab bar. 
3. Press control f4
4. Location bar drop down appears after closing that tab and the browser focusing on the next untitled tab

Additional comment:

This actually doesn't occur ALL the time with the directions I gave. Somtimes it doesn't happen but it does seem to happen if you are on an untitled tab all the way to the right, or the 2nd one furthest to the right in the tab row. You might Also need to have enough tabs open so the arrows are functional, ie more then 3 or so tabs. Still trying to narrow it down.

This bug was reported using Firefox 3.0 or older, which is no longer supported. The bug has also not been changed in over 500 days and is still in UNCO.
Reporter, please retest this bug in Firefox 3.6.10 or later using a fresh profile, http://support.mozilla.com/en-US/kb/managing+profiles. If you still see this problem, please update the bug. If you no longer see the bug, please set the resolution to RESOLVED, WORKSFORME.
