Seen while testing Vista 2001->2002 updates. 

STR:

1. Install a 2001->2002 update following the steps here: http://wiki.mozilla.org/Firefox:1.5.0.10-2.0.0.2:Test_Plan:Software_Update:Firefox_2.0.0.2_Updates#marcia.27s_vista_testing
2. After the update is completed, uninstall the 2.0.0.2 update, and start the process over again.
3. After browser restart, Firefox gets confused and fails the partial, and goes out and get the full. Seth can explain why. I have also attached the
