Do you have the McAfee Privacy Service software installed? http://kb.mozillazine.org/Popups_not_blocked#Other_software_disables_the_popup_blocker

Nope. I have McAfee Security Center. I've read the given mozillazine article, and there is no user.js file anywhere on my hard drive. The McAfee Security Center popup blocker is NOT checked.

Ah, if I request McAfee Security Service to block popups, the setting will stay. Otherwise, no. So, it looks like McAfee is the source setting for blocking popups, NOT the Firefox setting.
