See the blog at the URL.  I agree with this guy.  In general rather than just time tracking, but this bug can be for time tracking.  We need to have simple enable/disable things for some of this stuff, with access control as a separate param if it has any.

In fact, if we could extract it out some, time tracking would probably make a good plugin.  You would just enable the plugin if you want it, and the plugin would add a preference panel with access control settings on it.
