After clicking a link with abovementioned URL an error occurs within the recipient's address field, showing the following:

one"@one.net;two@two.net (note the quotation mark)

Reproducible: Always

Steps to Reproduce:
1. Have Thunderbird handle mailto-URLs
2. Enter mailto:one@one.net;two@two.net as URL
3. Watch "To"-field showing: one"@one.net;two@two.net
Actual Results:  
one"@one.net;two@two.net (note the quotation mark)

Expected Results:  
one@one.net;two@two.net
Mail addresses should be separated with , not ;
; has a special meaning (for using groups), and yes, Outlook abuses it a lot.

mailto:one@one.net,two@two.net works fine.
