Build Identifier:
A fixed background image shakes in trunk while scrolling down the page.
Checked under 20070305. This bug doesn't exists in 3.0a2.
Reproducible: Always
Steps to Reproduce:
1. Create a new HTML page with a fixed background image and a long scrollbar.
2. Scroll down to see the background image shaking.
