Details

Trying to download an add-on which is nominated for public, the editor gets a redirect to a page telling "Add-on not found".

The add-on should be downloadable, pushing to public blocked by this.
The downloads controller currently only handles STATUS_PUBLIC and STATUS_SANDBOX... need to account for everything except STATUS_DISABLED I think.

Admins and perhaps editors may still want to be able to download disabled add-ons.
