For example ./mozilla -noproxy.
Not sure how to implement this. Maybe have a command-line modifier manager that
can be queried for modifiers that have been set? Have command-line-handler
components register modifiers they want to know about?

nsICommandLineHandler should be able to handle any number of switches and switch parameters.
