The report broken web site tool is broken.  After using it the first time and  accepting the privacy policy it's broken on subsequent uses.  It looks like the privacy page is presented again except the text area where the privacy policy is supposed to be is empty and still read only.  And instead of having a next button there is a submit button.  

The regression range I found is

From that regression range I would suspect bug 267833.
