The page settings are in english, when you choose what should be printed on page header.
But, it seems to be a bit more complicated than just some untranslated chains. Because the chains are actually in french (http://lxr.mozilla.org/l10n-mozilla1.8/source/fr/toolkit/chrome/global/printPageSetup.dtd ). And none of the english chains are found in the localized files (search done by Cedric).
So Firefox FR (on mac) seems to use english chains for these print settings and not the localized strings.

The same bug happens on Thunderbird FR on mac (bug to be filed).
The bug is not present on windows on linux.

Reproducible: Always

Steps to Reproduce:
1.File -> print
2.In the 3rd box select Firefox
3.Page settings are in english (page headers, footers...)
Actual Results:  
Settings are in english

Expected Results:  
Settings should be in french
A very similar bug happens in thunderbird. If needed I will file another bug for Thunderbird.
After some investigation, I found this is actually a known l12y problem. See the first attachment from bug #268309.
