Occassionally it's possible to select an item from this paritcular drop down list and not have the selected value change at all. The onchange event does not fire, and nothing happens. I can reproduce on Mac OS X 10.4.9 (Intel), 10.4.8 (PPC) on FF 1.5 and 2.0. See the movie here for the bug in action:

Reproducible: Sometimes
Steps to Reproduce:
check out the video
1. click on the drop down menu at around the 'c' of license. this expands the drop down menu.
2. scroll your mouse directly down and click on the entry "CC-BY-SA"
Actual Results:
about 25% of the time the menu will close, but the selection will not change. it will stay at "i don't know what a license is"
Expected Results:
should have chosen the CC-BY-SA option
