374368 - Can't allow or deny pop-ups for an entire domain

The way that cookies exceptions (and everything else that uses hostperm.1, for that matter) work is that if you white/blacklist domain.com, all subdomains of domain.com are also governed by that rule.  Pop-up blocking is not honoring that.

STR:

1. Visit http://img453.imageshack.us/my.php?image=picture1ly5.png
2. Click "Always Deny" then realize that you don't want pop-ups from any imageshack domain
3. Open the Pop-up Exceptions list and delete the entries for specific imageshack servers
4. Add an entry for "imageshack.us" and set it to deny
5. Visit http://img107.imageshack.us/my.php?image=picture2fl0.png (or even the URL in step 1 again)

Expected: No pop-up bar
Actual: Pop-up bar appears

That seems to work here, trunk 10.4.9 ppc.
I removed all my existing entries for ***.imageshack.us, then added 'imageshack.us' and set it to deny. Visited both URL's above without any pop-up/pop-up bar.

Odd.  It definitely hadn't been working for the past few days, but it certainly is working now....
