I'm inclined to WONTFIX this unless I'd get a better rationale, or Pascal would want it.

I am indeed in favour of this new component since we are moving mozilla europe servers to the general mozilla infrastructure and we are not moving our curretn internal bug tracking system. It could make sense to have a bugzilla component to replace this tool, especially since we will be working with Mozilla IT people already using bugzilla.
I believe that mozilla japan has their own bugzilla in japanese which makes sense since they are targetting a single language and the bug reports they will get will be from their own linguistic community, I don't think they would need a component but Kohei or Gen would know better. For Mozilla China I don't know.

That is not quite true. There is a Japanese bugzilla, but it is operated by the Mozillagumi, (the original Mozilla community in Japan) not by Mozilla Japan.
So does this mean that we'll be tracking bugs in non-English languages at BMO?
Would we need separate components for all the different localizations?

Personnally I would probably not need a per locale component, I would be interested in a general component for bug reporting on things like non validating HTML, visual bugs, incorrect behaviour of dynamic content, RFEs, server-side issues...
Since Mozilla Europe will soon be working directly with the mozilla IT team on server maintenance, I would like us to use common tools for bugs that involve them, so as to make collaboration easier.
For issues like spelling errors or bad wording, we get enough feedback directly from our communities and they contact the locale content manager directly in their language though our mail support support service, that's why we don't need Bugzilla components for that.

We do have bugzilla components for all our locales, too, if we wanted to file bugs on those, we can. It's not that most of the teams are too complex to triage those bugs over to someone that actually works on the web content.
