If the user creates a severity 'Bug (normal)' a style .bz_Bug_(normal) could not be executed because of the brackets.

The css_class_quote shall filter all characters not allowed in css.

Reproducible: Always

Steps to Reproduce:
1. Create a severity 'Bug (normal)'
2. Create a style .bz_Bug_(normal) in buglist.css
Actual Results:  
style is not applied to table row

Expected Results:  
css_class_quote replaces all characters not allowed.
-> css should contain a .bz_Bug__normal_
