for pages that have a search compatible with Firefox auto-add into search plugin list: 

ex. facebook.
if I'm on facebook (I don't have a searchplugin for this site), the search icon has a blue field around it indicating that a search can be installed for the website.

I put facebook on reload every 1 minute. 

I click on the search icon to get the drop down list, and I see add facebook

every time facebook reloads, another another add facebook appears in the drop down list.

this happens every once in a while.

Reproducible: Always

Steps to Reproduce:
1. find page that makes firefox search icon background blue
2. check to see if "add so and so" is present before manage search engines appears
3. set page to reload every so often
4. another "add so and so" appears after "add so and so"



this happens more often than not.

Actually, I'd bet it always happens, but only when your steps are actually:

1. Load page with search autodiscovery that reloads.
2. Focus another tab, letting that one reload in the background.
3. Wait until it has reloaded at least once.
4. Focus the reloading tab, after the end of one reload, and open the search engine dropdown before it can reload again as a foreground tab.

At that point, just like bug 266904 for feeds, you have multiple copies that stacked up while it was backgrounded, but your "sometimes it does, sometimes it doesn't" comes from the way it will clear if it reloads while it's in the foreground.

This was mostly fixed by bug 417143, but the bug 415424 edgecase still exists.
