The up and down arrow keys do not scroll the web page on startup.  It seems to fix itself if a new tab is made (Ctrl+T) and focus is brought back to the original page.  This is a very annoying defect for people who surf on notebook computers.

Reproducible: Always

Steps to Reproduce:
1.  Start firefox
2.  Go to digg.com
3.  Press up or down arrow key
Actual Results:  
Page doesn't scroll.

Expected Results:  
Page should scroll.

This started happening about two updates ago.  (2.0.0.3 is my current version)
Probably a dupe of bug 374881.
