when I click on the the link in the 'create new attachment' page, the text moves (but the link doesn't load).  after it moves, I can click on the link

steps to reproduce:

1)   load https://bugzilla.mozilla.org/attachment.cgi?bugid=369887&action=enter

2)   click on "Bug 369887"

I'm using Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.9a3pre) Gecko/20070313 Minefield/3.0a3pre.

but I've been seeing this on the trunk for a while (but failed to log a bug until today.)
