The patch needs to be split into several modules for mozbot2. I may do this as
part of the work on porting techbot's functionality to mozbot2.

Technically I implemented this :) Many people have used it on irc.mozilla.org in 
techbot1 and techbot2.  At some point i will try to check techbot into cvs on a 
dead branch so that others can use it if they please.  I expect that this 
functionality will be available in mozbot2 (codename oopsbot) when it is 
committed to cvs. oopsbot is usually available on irc.mozilla.org for 
alpha testing and currently has bug querying enabled.

I will vrfy when i commit to branch.

rs vrfy fixed this was committed in some random version of 1.x and some of it 
lives on in mozbot2
