My mouse wheel won't scroll up and down the web page with Firefox, but it will with IE.

Reproducible: Always

It doesn't matter if it works with IE and your problem is mouse specific.
Do you use a laptop with scrollpad ?

In general : Please update your mouse drivers.

Already did that, and it still doesnt work with firefox.

What kind of mouse do you use ?
You have a problem with your mouse driver and you didn't tell us which mouse you are using (MS Mouse, Logitech, Laptop scrollpad, Noname....)

I have the exact same problem.  I am using the following configuration:

OS: XP Pro SP2

FF: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8.1.6) Gecko/20070725 Firefox/2.0.0.6

MOUSE: Dell standard optical scroll USB mouse 

I tried another mouse (Microsoft Wireless Notebook Optical Mouse 3000) - same problem

The funny thing is that the scroll wheel works with IE and all other apps.

The only thing that was able to fix this problem for me was to reinstall Windows Vista.
