In order to get CVS access, you need to follow all the steps specified at http://www.mozilla.org/hacking/getting-cvs-write-access.html, including filling out the CVS Contributor Form at http://www.mozilla.org/hacking/form.html, attaching an SSH public key, and finding the needed vouchers and/or SRs (depending on what section of the repository you are wanting access to).

I just faxed it. I'll snail-mail the original in a few minutes. Can I get a list of the current developers? I'll probably be able to find a voucher from the list.
Typically, to get CVS write access, you first work on the code and submit patches to bugs in Bugzilla. After you've worked hard and understand the review process (among other things), then you can apply for CVS write access and people who have seen your code will vouch for you. If you still feel that you need (and will be approved to get) CVS write access now, you can check out http://www.mozilla.org/owners.html and http://www.mozilla.org/hacking/reviewers.html for appropriate vouchers and super-reviewers.
