See link above - Russian translations for "Extensions" and "Themes" have been converted into UTF-8 twice. The correct text should be "Расширения" and "Темы", please fix this in the database.

Thanks for the bug Wladimir.  This affected ru, fr, es, and ja as well.  It looks like the admin form to edit these is getting a little carried away with encoding.  I haven't read all my bugmail yet to see if that's already known, but if it isn't, I'll be filing a bug.
