After some investigation, it looks like the pt-PT-dictionary.xpi file doesn't exist on our systems, which is causing the 404. We've removed the pointer to the file, which has removed the pt-PT dictionary from the list (that's another bug and is being addressed elsewhere). In the mean time, I'm adding (what I hope is) the pt-PT dictionary contact to the CC list, and hoping he can attach the latest version of the dictionary to this bug. Thanks.

I got the same problem with the Norwegian Bokmål (nb-no) and the Norwegian Nynorsk (nn-no) dictionaries, I just uploaded 2.0.9.0 yesterday, and it was made public later the same day, but the file didn't appear in the http://releases.mozilla.org/pub/mozilla.org/addons/3075/ directory. Hope you could fix this also. I have uploaded the .xpi file (same file for nb-no and nn-no) to this address: http://firefox.no/norsk_bokmal_nynorsk_ordliste_2.0.9.0.xpi (Also the names for these dictionaries in the list should be: Norwegian (Bokmål) - Norsk (bokmål) for the nb-no dictionary and Norwegian (Nynorsk) - Norsk (nynorsk) for the nn-no dictionary). I can't upload this file to addons.mozilla.org, and so hope someone can add it manually.
When I try to upload a new version of the extension in addons.mozilla.org developer control panel, step 1 fails with the message "Please upload a file.", even though I select a file in the "Add-on file" box. Can anyone help me solve this problem? Also, I installed this dictionary (previous version) in a Firefox installation on the 24th March (last saturday), so the file was there. Don't know how (or why) the file was deleted.

Nope. Using the "Add-on File" box, as said earlier. I even tried Konqueror (maybe some problem with Firefox), with the same result. Strange thing though, if the file isn't sent, how does it know the version is 7.3.19.0, as this is a new version?
It worked now, from a different location -- I was able to submit a new version xpi. Probably something related with the IP address of the other pc, which is in another ip range?

Now I can download pt-PT, nn-no and nb-no. The naming issues mentioned in comment #2 might deserve their own bug
