While the actual binaries inside of Thunderbird-2.0.0.en-US-win32.installer.exe are correctly signed, the installer itself is not signed.
I verified with Firefox that it should be signed.
Because it isn't signed, in Vista when you run the installer, you get the unknown publisher UAC prompt instead of the friendly UAC prompt that says:
I think we need to correct this before we can release. While we are fixing this let's fix Bug 375920 too as I believe that's going to cause the user to see 'Firefox' in the UAC dialog instead of 'Thunderbird'

thunderbird gets this dialog instead because the installer hasn't been signed.

This is expected as we typically don't sign the installers (both authenticode and detached GPG signatures) until they are pushed to the release area.
