376039 - Code needing reftests should be more clearly marked

Many of my students, QA developers, new contributors, etc. would benefit from being able to quickly find cases requiring reftests.  Perhaps A bugzilla query or page should be set-up to list such cases.

If you need a quick set of such bugs (at least 60 or so, I'd bet), pretty much any bug on which I've set in-testsuite? in Core:Layout (or other Layouty components) is reftestable, except for maybe ~5 bugs where I or others have specifically noted that more test-harness support is necessary.

Also see anything which is a dependency of bug 300030 which has in-testsuite? set by ryanvm (who caught probably half the bugs fixed by the reflow branch which aren't in the automated test suite yet).  I'm working through my backlog of email to set in-testsuite? on all the others which don't have tests yet, but it'll take awhile for me to finish that process.
