Best example that when I established a new account for Mozilla the prompt came up but the password was not saved.

I'd need at least a URL of the site in question to see what's happening here. It also may already be fixed in the new login manager on trunk, please try with a nightly Gran Paradiso build.

Its 2015 now and I am having the same issue, I also tried it with the nightly build 44.0a1 (2015-09-28), and it seems to be fixed here, at least I am not able to reproduce it here.

Any issue you might be having today is almost certainly unrelated to this 8-year-old bug. Please file a new bug or work with the support team to see if this issue is expected.
