I have bookmark folders on my Bookmarks Toolbar. There are a lot of things in one folder, enough that the list of items is taller than the monitor. So, it makes sense that if there are 50 things in the list and only 30 of them can be displayed, there should be 29 displayed and the bottom row can be a down arrow.

If I expose this list, and then type the down arrow key 35 times, there are items above what I see and below what I can see, so it makes sense that there would be a down arrow and a up arrow in the list, even if that makes it so that only 28 items are displayed.

However, what I see when I am at the very top of the list is that there is a down arrow at the bottom of the list, and a disabled up arrow at the top of the list. So, it click on the toolbar folder and the list appears and then shifts down, hiding one item, in order to display a useless up arrow.

If the top of the list is visible, there is no need for an up arrow, and no need to take away a row for a disable up arrow. When I have moved down the list far enough that there are items in the list above what I can see, then an up arrow should appear.
