Details

Currently, the ban and except lists are updated only in the on367 and on348 handlers. This is fine for setting up the initial lists, but the lack of any updating in onChanMode means the list is never updated in any way. The added code for this should also create onBan, onUnban, onExcept and onUnexcept events, like the on367 handler does (the on348 one should do this too).
